The Defence Geographic Centre (DGC) is a unit within National Centre for Geospatial Intelligence (NCGI). NCGI delivers Geospatial Intelligence (GEOINT), information, services and liaison to Defence (including deployed forces), partners across government and international partners. GEOINT underpins strategic to tactical level decision-making and action.

The Head of Foundation GEOINT Production is responsible for functional leadership of specialist teams which develop and ensure the implementation of Foundation GEOINT functional standards, and which produce Foundation GEOINT data and products. The teams are currently located at both RAF Wyton in Cambridgeshire and MOD Feltham in West London.

This position is advertised at 37 hours per week.

Job description

The Head of Foundation GEOINT Production will have a major role in the leadership of DGC's transformation and transition from MOD Feltham to RAF Wyton. The transformation includes the embedding of new technologies, new ways of working, and exploiting opportunities for closer integration with wider NCGI capabilities. It additionally requires the development of a regenerated specialist workforce at RAF Wyton with the knowledge, skills and experience to be best in class. In addition to the enduring core responsibilities of the role you will therefore also focus on:

  • Identifying and engaging on transformation opportunities as well as supporting all relocating staff in their transition to RAF Wyton.
  • Ensuring the appropriate transfer of knowledge and expertise to support DGC through transition and transformation.

The enduring core role responsibilities include but are not limited to:

Geospatial Production

Providing leadership and direction to your teams and being responsible for the delivery of specialist geospatial information, data and services which support critical defence activities including safety to life and operational commitments. These comprise both planned and ad-hoc tasks, including novel and discrete support to external agencies.

Geospatial Strategy, Policy, Governance and Engagement

Developing and implementing strategies for maximising the effective exploitation of specialist geospatial capabilities.

Leading technical policy development and assurance for geodesy and geomatics, and for the geospatial aspects of international and overseas internal administrative boundaries and geographical names.

Investing in the development of relationships with other NCGI and DI capabilities, Partners Across Government and international partners to fulfil the potential for data, methods and burden sharing. Supporting, and leading according to specialism, UK influence in multinational geospatial projects and international engagement, ensuring UK reputation is respected and maintained. This includes, but is not limited to, the multinational specialist groups focused on geography, geodesy, geomatics, human geography, and elevation data.

Air Safety Management

Managing and being responsible for the assurance of the DGC capabilities that support or are interdependent with the production of Aeronautical Information (AI) and related geospatial data and products used by aviation customers. This requires an understanding and promotion of Air Safety Management principles and processes, and you will be a key member of the DGC Air Safety Committee and maintain effective relationships with other teams engaged in supporting aviation safety.

Data and products used by aviation customers are subject to enhanced Quality Control and Quality Assurance, and you will be required to ensure that you and your teams complete and maintain currency on additional air safety-related training as required by the DGC Air Safety Management Plan.

Occasional travel may be required.

This role currently has 5 direct reports and 21 countersigning roles. These are expected to change as DGC transforms and relocates.

Person specification

We are seeking individuals who can excel in a functional specialism leadership role within in the Geography Profession, underpinned by the ability to lead and manage teams with a diverse range of skills and outputs.

Through reference to previous roles and experience, and via the Personal Statement and Interview, candidates must demonstrate the that they have the essential knowledge, skills and experience described below.

  • A deep and broad understanding of the structure and operation of the national and international defence geospatial community at a level commensurate with being a credible senior leader in the community.
  • Understanding of geospatial information sources and how they are acquired, managed, assessed and exploited for Defence requirements at a level commensurate with being a credible senior leader in the community.
  • Understanding of geospatial information foundation concepts (such as geomatics, geodesy, photogrammetry and cartography) and of the utility and limitations of specific data and product formats and specifications. Candidates are not required to be a deep expert in all of these concepts but are required to demonstrate awareness sufficient to be a credible functional leader of a team of subject matter experts
  • Thinking strategically, with the ability to identify and manage risks and competing priorities.
  • Leading and managing their subject matter experts in delivering positive and progressive change within the organisation and across the wider Geography Profession.
  • Inspiring and motivating their production teams to achieve their full potential and continuously improve operational delivery to appropriate quality standards.
  • Engaging and influencing communities of interest and be adept at forging and managing relationships with a diverse range of stakeholders at all levels of the organisation and beyond.
