Job Responsibility:
Purpose of Role
To establish and sustain positive, open, and strategic relationships between the Council and the community through inclusive engagement, consultation, and communications. The role is responsible for supporting the Council's marketing, community engagement, public consultation, and communications strategies, ensuring community voice informs decision-making and that activities are aligned with strategic priorities, including placemaking, community wellbeing, and the Council's Net Zero objectives. The postholder will work collaboratively with other departmental managers to ensure effective and consistent marketing and communications across all services. They will also play a key role in enabling the local community to deliver services and benefits through grassroots partnerships, volunteering, and local capacity-building initiatives. The postholder will take a lead role in securing external funding through grants and sponsorship to support council and community initiatives, with demonstrable success expected. While contributing to communications about potential devolution and local government reorganisation, this will form one part of a broader role aimed at fostering civic identity, community collaboration, and public understanding of council priorities.
Key Responsibilities
Strategic Community Engagement & Placemaking
- Support the Chief Officer in delivering the Council's Community Engagement Strategy, ensuring it aligns with strategic goals and reflects local identity.
- Support placemaking by empowering residents and community groups to co create projects that enhance local spaces, identity, and cohesion.
- Enable inclusive participation by proactively engaging underrepresented and vulnerable groups.
- Work with local partners and community organisations to help mobilise them in delivering services and projects that benefit the parish.
- Design and deliver community consultation and engagement campaigns to gather feedback and shape council services.
Marketing, Communications & Digital Engagement
- Support the Chief Officer in delivering the Council's Communications Strategy by undertaking delegated responsibilities and maintaining day-to-day oversight of communication channels.
- Support the development and management of digital engagement tools, including community app creation and administration.
- Collaborate with departmental managers to promote council services through coordinated and strategic communications efforts.
- Create and manage e-newsletters and social media channels, ensuring accessibility and up-to-date, engaging content.
- Update and maintain the Council's websites using WordPress, ensuring content is accurate, engaging, and compliant with accessibility standards.
- Coordinate press releases, media responses, and visual campaigns in collaboration with internal stakeholders.
- Deliver and evaluate targeted campaigns around council priorities (e.g., events, planning, environment, services).
- Promote and raise awareness of the office of the Mayor, highlighting its civic role and contributions to the community.
Events and Community Programmes
- Curate and deliver an annual programme of events and community-led activities that foster participation and wellbeing.
- Provide logistical oversight of event planning, permissions, health & safety, and compliance.
- Encourage and support community-led initiatives and volunteering across the parish. Research, Funding & Evaluation
- Identify and secure sponsorship and grant funding opportunities that align with council and community goals, taking initiative in writing applications and cultivating long-term funding relationships.
- Conduct community research and consultations; analyse and present findings to influence policy and service development.
- Prepare and present reports to committees and the Chief Officer on engagement outcomes, funding activity, and recommendations.
- Embed continuous improvement through evaluation of engagement activities using KPIs and lessons learned.
Stakeholder & Partnership Working
- Serve as the Council's lead officer for community collaboration, maintaining relationships with key stakeholders (e.g., schools, police, health bodies, voluntary groups).
- Coordinate joint campaigns and cross-sector projects to promote community safety, wellbeing, and inclusion.
- Represent the Council at public meetings, forums, and external engagements to share updates and gather feedback. Climate, Inclusion & Accessibility
- Collaborate with council departments and external partners on engagement for Net Zero and other climate-related initiatives.
- Ensure all engagement activities are designed with equity, inclusion, and accessibility at their core.
- Maintain and update Equality Impact Assessments for community projects and communications.
Governance & Devolution Communications
- Contribute to communication strategies related to potential devolution and local government reorganisation.
- Ensure that residents understand and have the opportunity to influence changes in governance affecting the parish.
Person Specification
Essential Skills & Experience:
- Proven experience designing and delivering strategic community engagement and communications programmes.
- Strong verbal and written communication skills for diverse audiences.
- Experience managing digital platforms, public consultation, and marketing tools.
- Ability to collaborate across departments and functions to deliver unified communications.
- Proven track record in successfully identifying, applying for, and managing external grant and sponsorship funding.
- Strategic and analytical mindset with experience using feedback and data to shape policy and practice.
- Proficiency in WordPress for managing and updating website content.
Desirable:
- Experience working in a local government, voluntary, or community-led environment.
- Familiarity with placemaking and participatory approaches.
- Experience with the creation and management of community or council apps or other digital engagement tools.
- Understanding of climate policy, equalities legislation, and accessibility best practice.

Pay: £38,626.00-£45,718.00 per year
