Job Purpose:

This role focuses on engaging with regulatory agencies and industry organisations at national, regional, and international levels to secure necessary flight approvals, authorisations, licenses, and more from relevant civil aviation authorities in countries where AALTO aims to offer connectivity and other services. The position is also responsible for leading interactions with regulatory aviation authorities to establish AALTO Ports.

Expert knowledge of processes within relevant regulatory bodies (such as ICAO, EASA, FAA, and UK CAA) is required to develop regulatory frameworks that support HAPS and HaaS operations. Additionally, this role collaborates with internal AALTO teams to support type certification efforts for Z8 and future AALTO aircraft versions.

The role interfaces with various business units including Strategy, Innovation, Legal, Business Development, Marketing and Sales, Programs, Service Delivery, and Fleet Operations. Responsibilities include developing and executing plans to secure regulatory objectives worldwide within a budget, and engaging with multiple government regulators, agencies, and ministries in targeted geographic markets.

This position reports to the Vice President of Regulatory within the Chief Government Affairs and Engagement office.

Responsibilities:

  • Develop and implement strategies and action plans for successful market access authorisations.
  • Research, identify, analyse, and recommend targeted markets in the EMEA and Americas regions to enable rapid operational growth.
  • Prepare and submit applications for flight authorisations, license renewals, modifications, and updates to regulators to support routine operations.
  • Drive the development of HAPS CONOPS and regulations within ICAO and EASA.
  • Gain a deep understanding of business needs and targets regarding technology and market challenges.
  • Support and educate internal stakeholders on certification timeframes, collaborating to achieve Company objectives.
  • Partner with internal AALTO teams to secure necessary aviation approvals, including DOA, POA, MOA, and AOC.
  • Represent AALTO at aviation events, meetings, and conferences, articulating effective narratives to support regulatory and business objectives.
  • Interface with the HAPS Alliance and other trade associations to ensure AALTO's priorities drive these organisations' efforts.
  • Build relationships with senior decision-makers on aviation matters in key countries, including the UK, USA, Brazil, Mexico, Indonesia, KSA, UAE, and Japan.
  • Track proposed legislation impacting market access or service delivery in targeted markets.
  • Ensure ongoing compliance with national policies and market access conditions, particularly regarding aviation safety and security regulations.
  • Maintain awareness of potential compliance risks and commit to acting with integrity to uphold the Company's success, reputation, and sustainable growth.

Experience and Qualifications:

  • B.A./B.S. degree or equivalent; post-graduate degrees preferred.
  • Minimum 7 years of direct experience in aviation operations, focusing on the development and implementation of aviation regulations at national, regional, and global levels.
  • Strong knowledge of aviation policy and ICAO processes.
  • Understanding of the organizational structure and operation of national aviation regulatory bodies in the Middle East, Americas, Europe, and Africa.
  • Prior experience negotiating aviation overflight and operational coordination agreements with third parties, including air navigation service providers.
  • Familiarity with wireless telecommunications protocols, systems, and technology, especially mobile cellular technology; knowledge of HAPS technology preferred.
  • Experience reporting to and interacting with executive leadership and coordinating work across teams.
  • Strong leadership and initiative, capable of developing a plan, presenting it for executive approval, executing the plan, and functioning with minimal oversight.
