Job Responsibility:

NHS England Midlands EPRR team ensures the organisation and NHS funded organisations within the region are prepared to appropriately and efficiently respond to and recover from all business continuity, critical, major incidents and significant operational challenges and events, thus ensuring the continued delivery of healthcare at all times remains focused on the wellbeing of the patient and the population. The EPRR team works across the Midlands region, interacting closely with colleagues from across the regions Integrated Care Boards, national EPRR, Local government, UK Health Security Agency and multi-agency partners, at strategic level, to ensure a coordinated response. EPRR manages and delivers the on-call out of hours function to enable the coordinated response to major incidents and emergencies, responding to ad hoc events related to wider NHS resilience above and beyond the typical major incident scenarios. This role will require knowledge of EPRR, experience of management and programme management. The applicant will be expected to lead on specific EPRR projects and work areas to support the Midlands EPRR team. As the Emergency Preparedness Resilience and Response Engagement Manager, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the Midlands to deliver the EPRR agenda and so ensure a resilient NHS in England. The post holder will: support the development and delivery of the regional training and exercising programme, ensuring statutory exercises and training delivered strive for improvements across EPRR through the incorporation of learning from regional, national and international exercises and incidents represent NHS England at Local Resilience Forum events (as required), Local Health Resilience Partnerships and Health Emergency Planning Officers Groups supporting across 3 integrated care systems work across a variety of senior stakeholders to ensure the delivery of the EPRR work programme at a regional and ICB level lead key EPRR initiatives, working with teams across the area with EPRR functions to facilitate the changes required provide high quality strategic and operational EPRR policy advice, as the EPRR Tactical Advisor when on call proactively identify opportunities for improvement and utilize the EPRR annual assurance process to identify good and emerging practice contribute to short, medium- and long-term planning cycles, with a focus on achieving quality outcomes coordinate, support, and advise the systems in respect of emergency planning, business continuity and resilience matters, In April 2023, NHS England, NHS Digital, and Health Education England merged to create a new, single organisation to lead the NHS in England. Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person. Applicants will be able to demonstrate: A good understanding of health emergency preparedness, resilience and response, and be qualified in EPRR Knowledge and understanding of report writing for senior leaders, development of policy and guidance Proven project management skills, with a suitable qualification in project or programme management Ability to support those delivering EPRR in the Midlands Experience of designing and delivering training and exercises and debriefing. Ability to work in a fast-paced environment Able to understand changes to delivery of EPRR and adapt as required.
