Job Responsibility:
The Head of Business Operations is a key role within the Directorate Senior Leadership Team (SLT) and is responsible for leading and managing a comprehensive and efficient business operations. More widely it oversees corporate business functions, acts as a bridge between various interdependent projects/workstreams to ensure that activities are planned, delivered, and completed to enable the business function to implement agreed changes to realise the business benefit of outcomes The HOBO works with the SLT in shaping and delivering the strategic aims of the Directorate and ensures that the business operations function is fit for purpose to enable successful delivery and adherence to agree national standards, practices, and governance requirements. The post holder has line management responsibility for a number of senior managers and overall accountability across the following areas: business administration, finance, HR procurement, health and safety, risk management, governance and resourcing. The post holder will be based, in the UKHSA North East Regional office in Newcastle upon Tyne. The post holder will be responsible for delivering tasks in the following key workstream areas: Leadership Management Change and continuous improvement Governance Procurement Income generation and contracting Financial and resourcing Communication and key working relationships Personal and professional development. Essential Criteria: Extensive experience working in a business management role. Experience of delivering service improvements in a complex environment. Experience of strategy and business plan development including writing of business cases. Ability to provide and synthesise highly complex, sensitive and contentious information and provide timely and accurate information and advice to those at a senior level, e.g. for Parliamentary Questions. Ability to negotiate with senior managers/stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups. Ensure decision making happens at the right level, not allowing unnecessary bureaucracy to hinder delivery. Encourage both innovative suggestions and challenge from others, to inform decision making Create an inclusive working environment where all opinions and challenges are taken into account and bullying, harassment and discrimination are unacceptable. Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement. Presentation skills (verbal and written) to a high standard in a range of settings and at a range of levels to large and small groups. Post graduate level qualification in an appropriate managerial discipline of relevance to the role, such as a MBA or NVQ7 or equivalent experience, including management experience. Understanding of procurement and business development policies and procedures. Selection Process Details T his vacancy will be assessed using a competency-based framework which will assess your Qualifications, knowledge and experience and / or skills and capabilities outlined in the essential criteria.

Location information Please note this role is completely office based and you will be required to go into the Newcastle UKHSA Site in Newcastle Upon Tyne. Specialist or regional roles will be based at the appropriate UKHSA site. Eligibility Criteria This vacancy is open to all Civil Service employees and employees of accredited non-departmental public bodies (NDPBs) who were appointed on merit following a fair and open competition; or were appointed to a permanent post through an exception in the Civil Service Commissioners' rules. Starting salary Entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase.
