Job summary

The Department for Business and Trade's Regulation Directorate (RD) is at the heart of the work in supporting the government's growth mission. It aims to:

  • Reform the stock of existing regulations to minimise bureaucracy and modernise regulation on the statute book
  • Ensure the pipeline of regulation is necessary and proportionate, enabling analysis and scrutiny of new regulatory proposals from government departments, via the Better Regulation Framework.
  • Ensure independent regulators deliver the right outcomes, with DBT driving a coordinated approach across government.
  • Improve economic regulation by ensuring it supports growth and investment, promotes competition, works for consumers, and enables innovation.

When delivered effectively, regulation and the work of regulators plays a vital role in protecting consumers, the environment and setting the right frameworks for businesses to thrive. By enabling better regulation, we will ensure we maintain our high standards but can flex and adapt to the new technologies and challenges that the next few decades will inevitably bring.

We are looking for an ambitious senior assistant economist who is looking for significant stretch. This analytical role will support analysis as needed across each of these aims, subject to where analytical demand is greatest.

Job description

  • Supporting the Regulation Directorate by developing the evidence base on the UK's regulatory environment, proactively providing the insight required for policy development, implementation, and monitoring and evaluation.
  • Supporting with and leading on day-to-day analytical needs of the directorate, including keeping our understanding of regulated sectors up to date through analytical key lines and responding to quick requests like parliamentary questions.
  • Working as an adaptable and flexible analyst across a number of work-streams and policy areas within a high-priority and highly visible directorate, bringing and explaining key economic theory and analysis central to the work of the directorate.
  • Conducting analysis and economic impact assessments of any proposed changes to the UK's regulatory regime, in a complex environment mixing regulated sectors and natural monopolies in essential industries which unlock economic growth
  • Establishing and maintaining relationships across government analytical communities, ensuring the wider directorate is supported by relevant analytical findings from across government.
  • Analysing and presenting complex issues to communicate findings to senior officials, Ministers, other teams within the department and across Government.

Essential criteria

This role would generally suit someone who has:

  • Excellent understanding of cost-benefit analysis and a range of evaluation methodologies.
  • Clear and concise communicator of complex analysis and the ability to influence a variety of senior stakeholders, analysts and policy makers.
  • Excellent time management skills to deliver a range of high-quality and timely analytical outputs across a variety of work-streams and policy areas with competing pressures.
  • Ability to quickly get to grips with complex situations and analyse at pace - even when working with uncertainty and ambiguity.
  • Strong network building skills, able to maintain links between the policy directorate and the wider analytical community, as well as fostering cross-government links.

Demonstration of skills, knowledge and experience to succeed as a Government Economist at the grade applied for or be an existing member of the Government Economic Service. Technical skills will be assessed against the grade requirement of the Government Economic Service (GES). Details can be found in the GES Framework. These will be assessed during the selection process, including at both sift of your written application and interview. Applicants who are civil servants but not members of the GES and anyone applying from outside government must be able to demonstrate you meet the requirements of the GES, as successful appointment will include membership of the GES.

For applicants applying after more than a couple of years after university, who are not an existing member of the Government Economic Service relevant experience consists of experience working on economic analysis or research including for example in a research agency, market research agency or specialist research team. To enter the GES through this route you must make explicit the breadth and depth of your economic experience and skills covering the three components of the GES technical framework.

In the interview, we will also assess your technical economic skills by asking you to present on a pre-prepared topic which will be given to you in advance, for up to 10 minutes. Additional technical economic questions will also be asked as part of the interview.

To hold full or associate GES membership, you must:

  • have a first or upper second-class honours degree in economics (or international equivalent), or a postgraduate degree in economics. If it is a joint degree, at least 50% of the course modules must be in economics.
  • have studied both macroeconomics and microeconomics.

Desirable criteria

The below criteria are desirable only. These will not be assessed throughout the recruitment process, but will be used in the event of tied scores between candidates.

  • Experience in monitoring and evaluating the impacts of regulatory policy
  • Experience and understanding of regulators, regulated sectors, and/or regulatory issues affecting business.

We are looking for someone who:

  • Can demonstrate excellent interpersonal skills and professionalism, showing genuine care for the team and other colleagues, creating an inclusive working environment and a clear commitment to civil service values and high standards.
  • Is a self-starter and can demonstrate leadership skills in managing and taking responsibility for analytical projects and work-streams.
  • Has the ability to understand a wider government perspective on developments, with the ability to scope the future for the analysis that will be required to support the team in its objective of ensuring regulation supports economic growth.
  • Has excellent written and presentational skills. In particular, the candidate should be comfortable with routinely communicating analysis to non-analytical colleagues.

Qualifications
