Brief Description

Manage, identify, approve and deliver development consents to secure all consents necessary for the fulfilment of activities within the development programmes and projects.

About the role (External)

Key Accountabilities:

1. Provide strategic advice on consents and environmental assessment, to include early input into development programmes and projects and the on-going technical advice and leadership in respect of statutory powers (TWAO/DCO/Hybrid Bill, environmental consents and assessments).

2. Prepare and implement appropriate consent strategies through project appraisals to identify options to secure consent, including permitted development rights; to include estimates of cost and risks, following the identification of statutory powers, environmental consent and assessment requirements and associated internal and external resource needs.

3. In conjunction with other corporate teams, advise/ manage and/or prepare and implement consultation strategies to develop good working relationships with stakeholders and deliver co-ordinated consultation and community engagement for relevant projects. Includes engaging with stakeholders, preparing and reviewing consultation materials and participating in public meetings, exhibitions and similar events.

4. Prepare and submit statutory consent applications for relevant projects through to determination and discharge of conditions and other requirements specified under powers or made with third parties.

5. Prepare briefs and/or instructions for specialist external suppliers involved in the consents process.

6. In preparation of briefs, obtain the involvement of legal, environmental and property services, as required. Assist project managers in the day to day management of those suppliers, by providing technical support and quality reviews of their output.

7. Deliver technical support to assist project managers in the day-to-day management of suppliers ,by critical evaluation and constructive challenge of their outputs.

Monitor the management of consent risk by reporting progress on consents performance in relation to project lifecycle and the implementation of consent deliverables, escalating emerging issues and collaboratively leading the development of solutions to mitigate risk.

Job Skills, Experience and Qualifications

Essential

  • Good working knowledge and understanding of the development consent framework within which the railway operates, including: Town Planning, Development Consent Orders, Transport and Works Act Orders and Hybrid Bills).
  • Experience of developing and delivering complex consents programme for major projects.
  • A good understanding and experience of public consultation and stakeholder engagement.
  • Thorough understanding of environmental consents and assessments gained through first-hand experience of advising and/or leading Environmental Impact Assessment, Habitat Regulations Assessment and/or similar environmental processes/consents
  • Demonstrable skills in initiating and building positive working relationships with customers, their team and stakeholders.
  • Demonstrable experience of bringing different people together; promoting working as one team.
  • Demonstrable experience of challenging self and others to improve services and approaches.
  • Demonstrable ability to work proactively through complex issues.
  • Demonstrable experience of positively representing themselves/ their team within and external to the business

Desirable

  • Chartered Membership of a relevant professional institution such as the Royal Town Planning Institute (RTPI).
  • A Bachelors Degree in a relevant discipline, such as environmental management, or equivalent experience
  • Experience of managing consents within the railway industry
  • Experience of preparation of Transport and Works Act Orders
  • Working understanding of the principles of project management.
  • Experience of managing external suppliers contracted to provide consent and environmental assessment services
  • Willingness to work some unsocial hours - evening meetings, public exhibitions
  • Full driving licence

Salary: Band 3B £46,701 - £52,538 (plus location allowance £3,270)
