Job description

Technical Lead - Role Overview

The role is to provide technical support to the National Triage and Allocation Team covering lawfulness and completeness of Non-Domestic Rating Proposals made under the Challenge, Check, Appeal regulations.

The National Triage and Allocation Team (NTAT) sits within the Chief Operation Officer Group and are responsible for reviewing all challenge cases (proposals) to ensure that they are compliant with Non-Domestic Rating Regulations. The team notify interested parties' or their representative where cases are non-compliant, providing explanations in line with the regulations and where necessary or appropriate provide guidance on further submissions.

Technical Lead - Key responsibilities

  • Providing technical advice in line with Check, Challenge, Appeal regulations with support of Chief Valuer Group. Training will be provided on the Check, Challenge Appeal regulations.
  • Providing technical advice to teams on issues that have a potential wider impact as well as individual issues where application of policy is not clear.
  • Resolving technical issues by applying the legal regulations for submissions framework to individual cases, with discretion on applying policy.
  • Using judgement to decide when cases go outside of framework or parameters set and may have an impact on wider policy/technical issues and dealing with these effectively with support from the technical team.
  • Reviewing and responding to external contact where National Triage and Allocation Team outcome is disputed or questioned, including complaints.
  • Identifying, escalating, and mitigating/managing risks and issues appropriately, using data from different sources and ensuring that these are raised at the right level.
  • Supporting learning and development within National Triage and Allocation Team and wider units by delivering training.
  • Co-ordinating with other Technical Leads, Valuation Leads and Chief Valuer Group to ensure consistent and coordinated approach to challenge acceptance, refusal and cancelation, and impact on interested parties.

Person specification

We are seeking a conscience leader with the ability to quickly identify and act upon the technical and development needs of the team. As a Technical Lead, the successful candidate must have excellent interpersonal and communication skills with the ability to influence and communicate at a range of levels.

Essential Requirements

  • Knowledge or experience of Non-Domestic Reform rating with strong knowledge of relevant legislation and understanding of case law.
  • Experience or knowledge of the property profession.
  • Sound analytical skills, judgement, and interpretive ability to inform decisions.
  • An ability to communicate in a clear and understandable way to others both verbally and in writing.
  • A well organised and motivated individual able to work independently as well as within a team environment.
  • Ability to effectively prioritize work and manage queries for various stakeholders, with the flexibility to switch, at short notice, between the various duties outlined.
  • Coaching skills to empower and support individuals to achieve their potential.
