The Business Rates and BID team plays a vital role in the collection of over £90m in revenue income and grants due to the authority, as well as over £500,000 in BID levy income due to our clients, Halifax BID and Brighouse BID.

As a result, the team deals with a wide variety of tasks involved in the administration, billing, collection and recovery of both income streams. BID levy income is collected by the Council in an agency capacity and paid over to the BIDs to enable them to carry out their objectives to improve the trading environment for businesses in the BID area.

As a small team, it is important that everyone works well in partnership to ensure work is efficiently and effectively undertaken and collection maximised, although there is an increasing focus on also assisting those facing payment difficulty due to the ongoing financial climate.

The main purpose of this new role will be to deal primarily with the administration, billing, collection and recovery of both Halifax and Brighouse BIDs, although there may be occasions when due to fluctuations in the amount of BID work arising from week to week, some assistance will be required to deal with some business rates tasks instead. However, BID levy work will be the primary focus of the post.

The ideal candidate will be trained to deal with all BID Levy matters, including preparing the monthly monitoring reports issued to the BID boards, dealing with daily exception reports and also ensuring that both BID databases are kept up to date in terms of changes of occupier, and ensuring recovery action is undertaken in accordance with existing protocols.

The role is ideally suited to someone who is currently or has previously worked in a local authority revenues collection role, dealing with either Council Tax, Sundry Income or Business Rates.

However, anyone currently working in a similar administrative capacity within the Council may be considered.

The successful candidate will also be required to undertake any internal or external training as determined by the Business Rates Manager.

This post is 18.5 hours a week working mornings or afternoons. Working pattern can be discussed at interview.
