What does a COUNCIL TAX RECOVERY TEAM LEADER do at Hillingdon?

An exciting opportunity has arisen to join our Revenues & Benefits Service within the Council Tax Recovery Team in providing a proactive and forward thinking debt recovery service. With a focus on digital we are looking for someone to assist take the debt recovery team to the next level. The role includes collection and recovery of Council Tax and Non Domestic Rates in accordance with statutory and discretionary provisions in a timely and accurate manner.

You will be instrumental in driving forward key priorities for council tax and business rates recovery. You will have the responsibility for the management of your own team, working with them to achieve their targets through a range of support, encouragement, motivation and monitoring. Helping them to keep developing their skills and therefore remain engaged with the Service's overall performance. The role has a particular focus on high level recovery including bankruptcy/committal action/charging orders, which the applicant will lead on.

You will be an enthusiastic, self-motivated and organised person with excellent communication skills and the ability to work to tight timescales in a busy team. Experience in a debt recovery environment, having taking action in Magistrates Court for liability orders and committal's. Knowledge of council tax and business rates legislation is essential.

A strong and effective communicator, you will be responsible for providing effective leadership and line management. You will be responsible for staff training, drafting and maintaining procedures/guidance.

The work will be challenging, and you will need to be well organised and able to prioritise and delegate when appropriate to do so.

The ability to work under pressure will be an essential part of your daily routine as you will be dealing with sensitive and highly confidential information in a busy office environment. You must be proficient in using the various benefit related IT systems and the Microsoft 365 suite.

You will be expected to support, develop and implement initiatives and lead on regular team meetings and complete projects for the benefit of the service under the direction of the Council Tax Recovery Manager.

About you

As a candidate for Council Tax Recovery Team Leader, you will need to have excellent communication skills with the ability to communicate clearly with team members, customers and other stakeholders both verbally and in writing using tact and diplomacy to help maintain a professional image of the Revenues & Benefits service.

You will also need to have good interpersonal skills, able to work collaboratively and build good relationships with your fellow Team Leaders, your team and other stakeholders.

It is important that you able to always present yourself in a professional manner having the awareness that you are representing the Revenues & Benefits service and the Council.

You will be very organised and efficient, able to set and follow procedures. You will be very flexible with your time and your thinking to solve problems and deliver a high standard of service to Hillingdon residents.

You will have sound knowledge of relevant legislation and the ability to interpret this and communicate it effectively to non-technical people.

You will be self-motivated, proactive and able to use your own initiative. You will be adaptable and keen to implement changes within the service.

You will be educated to A level standard and have IRRV Technician or equivalent, plus experience of managing a team is essential.
