Finance Operations Lead - Inside IR35

Contract Term: 4 months (possible extension)

Contracting Authority: Advanced Research and Invention Agency (ARIA)

Location: Hybrid working (3 days per week in London office and remaining 2 days WFH)

About the role:

ARIA is seeking an experienced finance leader to provide cover whilst we recruit for our Head of Finance Operations. This is ARIA's lead role in connecting the day-to-day financial management of ARIA with the tactical leadership required to support the organisation's current and future business model.

The role will also involve optimising project accounting systems and processes, to ensure they are agile and customer-centric to meet the varying needs of our Programme Directors and the funding they disseminate as part of their research programmes. You will also be the technical accounting expert ensuring accuracy in ARIA accounting and tax matters and compliance with all appropriate regulatory and governance standards, including fraud.

The successful candidate will have a proactive and solution-focussed outlook, as well as the ability and appetite to look further down ARIA's growth phase to ensure that finance systems, processes and other operational and tactical improvements scale to match the ambitions of the organisation. Working as part of a small team, this role reports into the Director of Finance and Accounts, and it is expected that the role holder will bring both the capability and the appetite to deputise into this position. With significant exposure to ARIA's Executives, strategic thinking and an ambition to build professional excellence within finance operations is desirable.

The main duties and responsibilities of the Finance Operations Lead would be to:

  • Lead the delivery of financial operations and control processes, including P2P, month-end cycles, cash management and tax. Ownership of management and financial accounts across ARIA and its programmes, reporting to the Director of Finance and Accounts.
  • Provide an excellent level of financial information and advice to underpin informed strategic decisions across the organisation, business partnering across various departments and evolving the use of data visualisation tools.
  • Develop the governance processes for ARIA Programmes in line with Managing Public Money principles.
  • Lead on the evolution of financial control policies and processes, fraud reporting, and ensure that financial risks are minimised.
  • Provide leadership in financial reporting and engagement with internal and external stakeholders including: Audit and Risk Committee, Board, and the Department for Science, Innovation and Technology (DSIT).
  • Inspire and develop staff within the finance team to ensure that they are properly trained and perform at an optimum level to provide an excellent service to the organisation. This team currently consists of a Finance Operations Manager.
  • Oversee the Finance Operations Manager to ensure that accounts payable processing and month-end accounting closes are smooth, timely and accurate.
  • Play an active role in developing ARIA's culture, values and supporting organisational structures. ARIA is essentially a “start-up”, so you will need to be comfortable with an ever-changing evolving business model.

You'll have:

  • Significant experience in overseeing financial operations and controls to mitigate financial and fraud risk, including but not limited to P2P, month-end cycles, cash management, policy creation and implementation, and tax.
  • Demonstrable experience and expertise across all aspects of financial management/FP&A within a similar sized organisation, including management reporting, budgeting/ forecasting cycles, financial modeling and business partnering with operational teams.
  • Experience of operating within an innovation-led or start-up/scale-up environment, ideally within a technical/scientific or project-based organisation.
  • Significant experience of developing new processes and/or systems which drive agile and distributed decision-making across a matrix of teams.
  • Ability to bring clarity to innovative and novel situations and to engage and influence cross-functionally to drive towards solutions.
  • Experience of either working as part of internal or external audit teams, or leading on engagement with them client-side.
  • Highly numerate with excellent written and oral communication skills, including demonstrable experience of working with key stakeholders.
  • Ability to understand and manage central government stakeholder reporting requirements and deliverables.
  • Experience in line management, including ability to switch as necessary between hands-on day-to-day management as required in a small team, and medium-term tactical improvement required to support the future business model.

  • An enjoyment of in-person culture, with the ability to be in the London-office 3 days per week

Desirable Criteria:

  • Track record of working with financial operations teams in a grant-giving or receiving organisation.
  • Experience of owning the Annual Report and Accounts delivery for a similar-sized organisation.
  • Demonstrable experience in working cross-functionally on areas not typically seen as core finance-related, such as with People Operations, Operations or IT projects.
  • Experience using a diverse range of systems associated with start-ups and scale-ups, including
  • Google suite and data visualisation systems such as Tableau or Power BI.
