Job Responsibility:
An opportunity has arisen within London North West Healthcare NHS Trust for an enthusiastic and highly motivated individual to join the Estates Department as a Senior Engineer (Mechanical). The Senior Engineer will report to the Deputy Head of Estates and have responsibility and accountability for ensuring that Trust premises are safe for patients, staff and visitors. This role is a senior member of the Estates and Facilities Management (EFM) team with professional accountability for estate building fabric, and strong emphasis on operational management of the engineering infrastructure and maintenance teams. The Senior Engineer will support and deputise for the Deputy Head of Estates across all areas of their work and will be responsible for the day-to-day Hard FM operational management of buildings and engineering services, including managing maintenance, engineering functions, sustainability, energy, Health and Safety and backlog maintenance. The post-holder will be professionally qualified and have experience in the areas of: water safety, LV/HV electrical systems, ventilation systems, medical gases, lifts, pressure systems, confined spaces, management of asbestos, management of contractors, asset management in leading and managing estate teams and contractors. The post-holder will support the E&F team in the development of the Estates Strategy utilising the latest ERIC data alongside key information from National Policy standards, HTM/HBN guidance and industry best practice. The post-holder will have a key role in leading Hard FM aspects the Trust's FM Transformation Programme which will create an EFM service which is fit for the future. Be able to undertake on call duties as part of the management rota. Establishing Effective Leadership and Communication To work effectively and collaboratively with the senior E&F colleagues to develop and lead the Trust's EFM service. To work in partnership with colleagues to formulate, develop and implement the Trust's long term E&F strategic plan to meet the organisations objectives. To provide expert advice on highly complex estates matters to senior colleagues E&F and the executive team and other senior managers. Apply high developed analytical and judgement skills to make effective and evidence-based decisions at both strategic and operational levels. This will require the analysis of highly complex facts and situations where there is a requirement to consider a wide range of options and information e.g. statutory compliance matters, estates and contract issues, legislation and regulations, conflicting technical advice). To have responsibility for the development and implementation of Trust estates policies, procedures, standard operating procedures, and management plans. This will include, but is not limited to; Medical Gases Specialist ventilation / Air Quality Water Safety Electrical Safety (LV and HV) Management of Lifts Pressure Systems Confined Spaces Management of Asbestos Management of Contractors Asset Management To lead, develop and model a culture which ensures that a ‘safety first' and risk assessed approach is taken with all activities in Estates. To have full line management responsibility for the estates service (including disciplinary, grievance, recruitment and selection, appraisals, mandatory training compliance). Reduction of Risk, Research and Audit To ensure that Trust estate remains compliant with statutory requirements and standards relating to health care and risk management, including Health and Safety law, all other relevant legislation, and Department of Health guidance Ensure that ERIC and PAM assurance criteria are aligned to the Care Quality Commissions expectations of E&F services and the provision of patient and staff environments Lead Estate related CQC actions. Ensure compliance with the Trust's risk management policies and procedures including maintenance and management of risk registers as they relate to estates services. To ensure that estates policies and operational practice protect patients, staff and visitors from harm and to ensure that all estates staff are aware of their responsibility to minimise risk. Ensure that robust business continuity and major incident plans are in place, are regularly reviewed, and updated for all hard FM services. Work with the Trust Infection Prevention and Control (IPC) team to set standards for Infection. Lead, manage and control in all maintenance activities, including PPM's, planned and reactive work. Undertakes buildings and facilities audits and responsible for the estates condition, including buildings surveys, equipment and facilities testing (asbestos surveys, legionella testing, trials of equipment). Lead the annual ERIC national data return on behalf of Estates for LNWUH. Management and use of Resources and Information All records that the role is responsible for or modifies must be kept up to date and maintained in an accurate and diligent manner. To be the budget-holder for the estates maintenance service and ensuring that estates services are delivered within agreed budgets and to seek opportunities to deliver cost improvements and generate income. To be responsible for ensuring that procurement of goods and services, commissioning of external specialist consultants/contractors and major estates projects meet the expectations of the Trust's Procurement Strategy, Standing Financial Instructions and Code of Business Conduct. To ensure that robust mechanisms are in place to monitor estates performance across all areas of responsibility and to report this through the estates and facilities balanced scorecard dashboard, including developing and implementing action plans for performance correction where necessary. Identify and take forward approved business opportunities for estates services, keeping up to date with competitor information and market trends, keeping a careful eye on balancing costs and quality in business case submissions. Ensure that the E&F Services are regularly reviewed and compared with services both internally and externally to the trust using appropriate benchmarking and best practice information such as Model Hospital and use this information to identify and implement efficiencies and service improvements. Ensure the effective monitoring and management of externally provided estates services to ensure that standards are met and value-for-money maintained. To use computer software to create reports and spreadsheets. Able to use AutoCAD (computer aided design) software to produce and review building plans. Able to use project management tools eg MS project, Excel, Word, Access, PowerBI, Operating with Quality in everything you do and Maintaining a Safe Environment To oversee and ensure that a Safe System of Work is in place for all activities. Provide specialist services including specialist engineering and technical advice and ensure a professional structure is maintained in accordance to HTM 00 (Best Practice Guidance for Healthcare Engineering) for all Trust sites, this includes formally appointed Authorising Engineers, Authorised Persons and Competent Persons linked directly to the range of polices and management plans. To ensure that all hard FM services are delivered in accordance with current statutory requirements, relevant professional guidance and best practice. To ensure that appropriate accreditations are pursued and maintained across all Hard FM estates service areas. Service Development and Improvement Responsible for estates and buildings maintenance, construction and operational development of the estates service for the whole organisation. To lead estates service development and improvement programmes to ensure the service is fit for purpose and that service models are efficient, effective and offer best value for money. As required, develop and author local business plans to support service development initiatives. Lead on the development and implementation of estates policies, procedures, and quality standards which will impact across the organisation. To support the development, delivery and monitoring of annual estates workplace / /workforce plans for each functional area, ensuring integration with the Trust business planning process, to ensure flexibility, efficiency, modernisation and effective skill mix. Review performance of contractors and consultants in respect of work and progress, work allocation and ensuring quality and technical competency and quality of deliverables. Co-ordinate the development of both mechanical and electrical installations which support the building works by liaising with in-house and external specialists and oversee delivery within the project. Instruct all consultants and contractors as required to maintain a safe and secure hospital site for patients, staff and visitors. Conduct or co-ordinate as appropriate testing and commissioning activities upon projects prior to completion. Provide assistance to section heads within the Directorate in the preparation of documentation to support proposals for the management of the Trust's estate, service development and policy. To maintain Continuous Professional Development by attendance on relevant training courses. Work effectively with other key departments to ensure department effectively works with the wider Trust including; Maintenance, Finance, H&S, Clinical Divisions. Highlight and report any cost pressures or financial difficulties and agree and implement any remedial actions if necessary to restore financial performance against plan. Ensure that those with responsibility or influence over expenditure have the knowledge, ability and information required to understand the financial framework for the NHS. Lead the development of the risk management action plan for all assigned projects. Advise on Engineering, Building Services related changes to projects and their anticipated impact with a view to maintaining the objectives of the Trust, particularly relating to cost and time during the project. Support the Head of Estates and Capital Projects in the provision of strong leadership for all services within the Estates and Projects departments. This will involve identifying solutions to problems and carrying forward changes. Ensure the Directorate's staff work in a climate where their contribution is valued, developing roles across boundaries and working collaboratively with all Trust teams. Support and encourage innovation in the way services are delivered.
