About You and The Role

We have an excellent opportunity at Bolton Council due to the strategic expansion of our Corporate Property team. The Council has established a brand-new organisation structure that is designed to deliver service across the portfolio to best effect for years to come, and the team is core to delivering on the Strategic Asset Management Plan (SAMP). Through managing assets used across Council services, it underpins the delivery of all the directorates, and is therefore positioned within the Corporate Resources directorate. Approximately 1,700 assets are managed across the borough, from highly iconic civic buildings to Council-owned commercial use properties and other assets used for the benefit of the community. The Corporate Property service is a key enabler of Bolton's impressive regeneration programme and is involved in a wider portfolio of capital projects currently valued at over £50m. The service manages close to 4,500 helpdesk calls a year relating to staff and elected members' usage of the facilities, while externally managing approximately 350 rent renewals per year, and pursuing the strategic disposal of assets as approved under SAMP. All in all, Corporate Property is the home of many exciting pursuits with a remit that is central to Bolton Council's success in supporting residents, businesses and visitors across the borough.

The Portfolio Programme Manager reports to the Assistant Director for this service. You will work with colleagues to monitor and drive performance, particularly in relation to the SAMP. You will be at the heart of the service's approach to business communications, on behalf of the group owning performance dashboards and helping to create and deliver compelling and portfolio-wide updates to stakeholders. As the role stretches across Corporate Property, you will be involved in a varied and interesting range of subjects. For instance, this will include commercial delivery (e.g. return on investment, disposal capital receipts, lease revenue, debt management), sustainability and capital projects. You will manage the preparation for, and help the achievement of successful outcomes at, key events. This will include Executive Cabinet Member reviews and Scrutiny Committees. All in all, the role provides a wonderful opportunity to be a central player and driver of results across the portfolio, working with colleagues from all functional areas, while liaising with elected members and outside partners.

You will be based in Bolton's prestigious Town Hall, although some remote work will be possible to help with flexibility, and you will also periodically be on-site at various locations in the Council's property estate.
