Job Responsibility:

The development of the Emotional and Mental Wellbeing Strategy represents a shift in approach. It looks at mental health as a continuum along which each of us travels and seeks to shift focus from ‘ illness' to ‘well-being '. This opportunity is available on a fixed term basis, until the 31st of March 2026, and will play a pivotal role in transforming the way Emotional and Mental Wellbeing services are provided across the Swansea Bay area and, particularly in partnership with other organisations in the public sector and beyond. Reflecting a growing population with significant health inequalities and increasing demand for our services. The Emotional & Mental Wellbeing Strategy agreed by the West Glamorgan Regional Partnership (WGRPB) in 2023 sets out a sustainable, vibrant, diverse, and individually focused service which promote emotional and mental wellbeing, delivered, and commissioned in a dynamic and integrated way, adopting innovative models, and promoting the strengths of communities to improve the lives of those in the Region. There is now a need to translate this strategy into a programme of work which delivers it, and t his post will lead the implementation of the Regional Strategy by collaborat ing with and engaging regional partners to operationalise the Strategy in an evidence-based way. Acting independently, and working with minimal guidelines, the post holder will interpret overall health service policy and strategy, establish goals and standards, and propose solutions to unique situations in order to ensure the optimum use of Health Board and partner agency resources that facilitates the delivery of the Strategy. The post's primary focus will ensure that we have ever improving and ongoing engagement with the communities we serve about how we can best shape services to meet the outcomes that are important to people and that we can work effectively as a partnership and will have; We are looking for a dynamic system leader, with clinical credibility and a track record of delivery to lead this exciting programme of work across the West Glamorgan Regional Partnership footprint . This post is fixed term until until 31/03/26 due to funding. The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply. The duties and responsibilities in relation to planning, design and clinical aspects of the Job Description include the following: Provision of lead expert planning advice and input into the agreed financial negotiation process, working closely with partners to develop an appropriate commissioning approach. This includes identifying any issues of constraints and developing and adjusting plans to manage any change required . Formulate and deliver the long term strategic transformational plan in line with the strategy which involves a level of uncertainty whilst ensuring establishment and support throughout the region working across complex organisational boundaries ensuring services are provided to a high quality, are patient centred and responsive to the needs of people who access services Promote a culture of excellence that is evidence based and led by a drive to reduce health inequalities, informing the transformation of care pathways leading to change and providing assurance around all quality initiatives . Ensure appropriate clinical governance is at the heart of the development of clinical models, setting out clear quality standards and assurance frameworks providing strong integrated leadership at service and system level. Provide clinical oversight, supporting activities that take place within the Programme and manage to ensure clinically led service developments integrating internal and external stakeholders e.g., staff and partner agencies and third sector etc. Lead clinical groups advising on pathway and service design and development of the clinical models that develop a community psychology service led by SBUHB to be achieved within the timeframe of this strategy.
