Job summary

His Majesty's Naval Base Clyde (HMNB Clyde) is home to the United Kingdom's Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde's primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year. RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

This role is one of three Assistant Heads in HMNB Clyde's Security Organisation, which collectively delivers robust, full-spectrum security outcomes across the Clyde enterprise. The incumbent is responsible for nuclear security capability strategy, secure integration of future programmes, and in-service capability management.

The incumbent will lead a small team and act as Lead User for a bespoke capability development/delivery programme team. The incumbent is accountable to the Naval Base Commander, through the Deputy Head Naval Base (Security).

This position is advertised at 37 hours per week.

Job description

This is a brilliant opportunity to develop and launch a new approach to full-spectrum security capability as Clyde enters a period of significant regeneration.

This exciting role combines a real systems leadership challenge with the prospect of working on fascinating and sensitive security problems. It will involve close collaboration with a wide range of organisations across the national security community, the Royal Navy and Defence.

The key responsibilities for the role are:

  • Develop a clear, deliverable security capability strategy, with internal, external and financial endorsement.
  • Leverage Defence, Police and national intelligence machinery to understand contemporary and future threats to inform capability strategy.
  • Anticipate and engage future programmes to ensure that they are Secure by Design.
  • Work across programme boundaries to oversee in-service security capability management, responding proactively to mitigate deficiencies and continually improve security outcomes.
  • Work across programme boundaries to oversee security risk management, in order to treat, tolerate or transfer risk in line with organisational risk management strategies.
  • Oversee Annual Budgetary Cycle activity to ensure appropriate investment in security capability.
  • Lead and manage the growth of a small team, and act as Lead User for a bespoke programme team.

Person specification

Essential criteria:

  • Proven leadership experience, with the ability to build resilient teams, influence and motivate others across organisational boundaries, and create a culture that motivates staff, promotes innovation and delivers results.
  • Experience of confidently handling sensitive policy or operational matters and making balanced decisions to achieve a complicated mission.
  • Experience of advising and securing the confidence of senior leaders, demonstrating the ability to analyse complex issues and make clear recommendations about the way ahead, understanding the motivations of others to drive effective decisions.
  • Strong interpersonal and communication skills, able to translate sensitive intelligence, geopolitical factors and threat atmospherics into a clear, deliverable security capability vision, securing the engagement and support of a range of internal and external groups.
  • Ability to thrive and deliver successful outcomes in a fast-paced, high pressure environment.
  • Understanding of capability management and risk management processes.
  • Applicants will need to complete DV clearance and achieve STRAP induction before commencing the role. Applicants must be willing to undergo DV clearance and STRAP induction and be full UK Nationals.
  • Limited hybrid and flexible working can be considered but regular workplace attendance is necessary due to security constraints. Candidates are encouraged to discuss options with the recruiting line manager before submitting an application.

Desirable Criteria:

  • Knowledge and experience of security risk management and mitigation, derived from extensive experience working in the nuclear or other high risk/hazard sectors.
  • Understanding of Portfolio, Programme and Project management / Capability Management and Risk Management, preferably in a Ministry of Defence or other Government setting.
  • A robust understanding of current and emerging security threats and the application of physical security, personnel security and cyber security/information assurance.
