We are seeking a Pre-Construction Technical Co-ordinator to join our Central Pre-Construction, in Waltham Abbey Essex.

Role overview:

Prepare or assist in the preparation of design & statutory utility fee proposals to support budget estimates, cost control documents and open market competitive tenders to secure future workload for the Group. Adhere and engage with Quality Management system (ISO9001) and other company procedures as appropriate.

Key Results Areas:Delivery

Review the completeness of tender information against the document issue registers and report any discrepancies.

Review of bid documents, drawings, specifications, and other reports with a good understanding of all components of a tender submission.

Produce employer's requirements strip out.

Identify any financial, design, production, and contractual risks/opportunities and complete the risk & opportunities register.

Prepare and issue consultant fee enquiries and monitor and chase the return of fee proposals.

Liaise with M&E team to determine proposed utility loadings and prepare and issue statutory utility enquiries and monitor and chase the return of responses and quotations.

Produce design and statutory utility fees to support tenders, budget estimates and cost plans.

Attend and actively participate in ‘internal' launch, mid-term, and settlement meetings, ensuring actions are cleared in accordance with agreed timescales.

Prepare the contractor's proposals for designing and constructing the project's relevant parts, in conjunction with the price.

Success Measures:

Assist with the production of design and statutory utility fees for large / complex tenders Take the lead on preparing smaller/simpler tenders.

Issue and track consultant fee enquiries.

Issue and track statutory utility connection & diversion enquiries.

Issue and track building control & warranty fee enquiries.

Ensures that design & statutory utility enquiries contain all relevant information extracted from the tender documents and are recorded on the appropriate forms.

Adheres and engages with Quality Management System and other company procedures as appropriate.

Maintains timescale targets for those working on an Estimate.

Attend handover of bid documents (if the bid is successful) or Control Documents to Project team in accordance with the Procedures Manual.

Uses own initiative to talk to other members of the Hill team outside of preconstruction to gain information on a project or widen own knowledge.

Builds a relationship with the external consultants and statutory utilities when issuing and receiving enquiries.

Understands the tender documents when they arrive and know where to find the relevant information.

Skills, Experience and Attributes:

Minimum 3-5 years experience.

Working towards a relevant professional qualification to either Degree, HNC/HND, NVQ Level 5 CDM for Principal Designers awareness

Ability to prioritise, negotiate, motivate, and communicate to ensure that the required objectives are met.

Skills including, good time management, organised, numerate, participate in meetings, works well to deadlines, accuracy in all areas.

Passionate about customer satisfaction, house building and construction.

Awareness and basic experience of planning, financial and legal processes.

Basic knowledge of BIM Level 2 including COBie data drops

Understanding of Golden Thread requirements

Have a basic understanding of Building Regulations.

Has the ability to review bid documents, drawings, specifications, and other reports with a good understanding of all components of a tender submission.

Possesses good communication and negotiation skills for use in dealing with Clients and Consultants.

Possess basic team leadership qualities.

Understand the Client Journey

Possesses good IT literacy in Word, Excel and Emails.
