Job summary

The Facilities Hard Services Engineering Manager within UKHSA is an exciting opportunity for an experienced engineer. The role will report to the Radiation, Chemical and Environmental Hazards (RCE) Facilities Manager. This role is based at the UKHSA Chilton site in Oxfordshire. In this varied and interesting role, you will oversee and support day-to-day management and perform maintenance activities across the three RCE scientific sites (Chilton, Leeds, and Glasgow) ensuring that the facilities operate smoothly to support the organisation's public health functions.

The post holder will be responsible for maintaining buildings and all related services, managing contracted maintenance provisions, and overseeing planned and ad hoc works as well as capital projects across the three RCE sites. Your objective will be to ensure timely, cost-effective operations while adhering to relevant UKHSA policy, UK legislation, and health and safety requirements.

This role will be based at: Chilton, Didcot, Oxfordshire, OX11 0RQ.

As the role involves managing three of the RCE sites, you will be required to travel to sites in Leeds and Glasgow.

Working Pattern - Full Time, Part Time, Job Share and Flexible Working

Responsibilities section:

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Provide specialist topic support to others for building services, to include electrical systems, management of Legionella etc.
  • Act as project lead for capital and revenue projects within their area and provide occasional building services support to capital project teams outside of the Facilities Section, ensuring health and safety and control of contractors on site.
  • Undertake the role of Deputy Incident Control Officer for the Chilton buildings in the event of an emergency or planned exercise drill, deputising on behalf of the Facilities Manager for the Incident Control Officer in their absence.
  • Topic safety specialist for all RCE estates and building services including responsibility for achieving and maintaining compliance and resolution of safety related issues.
  • RCE safety lead for engineering workshop and premises/building services to include, but not limited to fire prevention and protection systems, water systems to include management of Legionella, pressure systems etc in line with appropriate policies and legislation.
  • Ensuring that contractors engaged through or by the RCE Facilities Section, adhere to site specific safety regulations and operate to agreed safety standards.
  • Undertake site safety inductions for the above contractors either jointly with H&S Advisor or individually when Advisor is unavailable.
  • Trained Risk Assessor responsible for undertaking risk assessments on Facilities engineering functions/areas of work across estates service; creating, monitoring, reviewing, and updating risk assessments on the organisation's safety record system.
  • Responsible for the cross-site implementation of a range of UKHSA wide and UK Government policies, as well as developing and implementation local policies and procedures.
  • Responsible for supervision of Facilities engineering staff and contractors at Chilton, Leeds and Glasgow.

Person specification

Essential Criteria:

It is important through your application and Statement of Suitability of 1000 words that you give evidence and examples of proven experience of each of the essential criteria (for full details of all essential criteria please refer to the attached job description):

Essential

  • Qualified to NVQ 3 extended Diploma or above in engineering maintenance or other building services or relevant engineering discipline.
  • Substantial experience in an engineering and maintenance management role that demonstrates an understanding of complex engineering installations, their operation, maintenance, and project management.
  • Experience of conforming to regulatory compliance for key topics such as legionella, fire safety and prevention.
  • Demonstrated experience of leading large scale and specialised contract management and of commissioning specialist engineering systems and initiatives.
  • Experience of identifying, reporting and mitigating a range of risks associated with high hazard sites in either the public or private sector and associated risk-based prioritisation.
  • Excellent interpersonal skills, able to lead teams and build effective working relationships at all levels and between organisations.

Desirable

  • Qualified or eligible to join British Institute of Facilities Management (or equivalent) at Associate grade (ABIFM) or above.
  • Qualification in building services topic risk management (e.g. CDM, Legionella Risk).
  • Ability to integrate the project outputs into ‘business as usual' (BAU) ensuring that activities are planned and completed to enable the business to implement the change and realise the benefits.
  • Ability to develop, produce and maintain schedules for activities that take account of dependencies, resource requirements and constraints in order to enable the efficient realisation of benefits.

Selection process details

STAGE 1 - APPLICATION & SIFT:

As part of the application process, you will be asked to provide a Statement of Suitability in no more than 750 This should outline your skills, experience, and achievements, providing evidence of your suitability for the role, with particular reference to the experience criteria or the essential criteria (outlined in the person specification section).

You will also be asked to provide information within the ‘Employer/ Activity history' section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history.

Note: both your Statement of Suitability and Employer/ Activity history sections will be scored with equal weight in the sifting process. You must complete both to progress. If you are successful at this stage, you will progress to an interview.

STAGE 2 - INTERVIEW

This stage will involve an interview in-person at the Chilton location.
