What will the successful candidate be doing:
Provide professional, security advice and guidance to Sellafield Ltd, ensuring that regulatory and company security requirements are identified and implemented so that the respective Operating Units (OUs) and projects remain compliant against the Nuclear Industries Security Regulations (NISR) 2003 as amended and Nuclear Site Security Plan (NSSP).
Principal Accountabilities
- Understand the Physical Protection System (PPS) Framework for all activities requiring a security input.
- Advise on the requirements of the NSSP in the respective OUs. Advise on requirement and enable production of Temporary Security Plans/Arrangements (TSP/A), to support the respective OUs/projects.
- Identify security threats to the respective OUs/projects and escalate any concerns.
- Provide advice and guidance on all aspects of security, to the respective OUs/projects for PPS Outcome facilities in accordance with government legislation, PPS Framework and company policy.
- Support Band 4A Protective Security Advisors (PSA) with required information for OU/S&R governance boards.
- Support Band 4A PSAs for all ONR-CNSS (The Office for Nuclear Regulation - Civil Nuclear Security) regulatory issues, maintaining oversight on progress through to completion.
- Provide Band 4A PSAs with timely information for all security matters which could have legal implications and/or impact to site operations.
- Raise and submit Regulation 10/18 reports to ONR-CNSS for any breaches of security regulations, ensuring closeout within required timeframe.
- Investigate and support resolution of any security breaches within their areas of responsibility.
- Undertake regular security inspections within their areas of responsibility to ensure compliance with the NSSP, recording the assurance and making recommendations for improvement where required to the Band 4A PSAs.
- Contribute to improvement initiatives within the OUs/projects which have an impact upon security and promote a positive security culture in line with Sellafield Ltd Nuclear Professionalism Standards and Expectations.
- Provide operational interface with CNC to ensure adequate resources are deployed to satisfy operational commitments and legal requirements within their areas of responsibility.
- Maintain effective communications with key site personnel to ensure good stakeholder management and minimise plant disruption.
- Maintain effective communications with categorised facility Security Liaison Officers and Building Managers.
The Ideal Candidate:
- Minimum of 3 GCSEs Grade 4 (Grade C) in Mathematics, English and Science. NB: Functional Skills Level 2 will also be considered as equivalent to GCSE Grade 4 (Grade C).
- Experience of working in an operational plant or in a security type environment.
- Ability to demonstrate high levels of honesty and integrity.
- Excellent organisational skills with the ability to meet tight deadlines.
- Ability to plan and organise workload and manage own time effectively.
- Strong team-working skills and ability to support others.
- Good communication skills
- Ability to obtain and maintain DV clearance.
- Good ICT skills - proficient in MS Office products (Excel, Word etc).
- Understanding of the key principles of Nuclear Security and how it impacts on other areas on and off the site.
- Experience of working in a protective security environment.
- Good stakeholder management skills in order to work effectively with all grades across the organisation and with external regulators.
- Good interpersonal skills.
- Self-motivated with high levels of drive and energy.
- Ability to innovate and provide practical security solutions.
- Completion of National Protective Security Authority (NPSA) Pathway training courses
