Overview of project/role
Develop procurement strategies and deliver best value and efficient procurements of services and supplies for a defined category, asset group or delivery area in the Procurement & Commercial Fleet Procurement team. To succeed in this role the job holder will need to collaborate effectively with the stakeholders to identify best value opportunities and will apply compliant and best practice procurement processes.
As a Procurement Agent you'll support the Procurement Manager in the delivery of:
- Strategic supply chain direction for projects and categories from concept through specification, contract and procurement, design, delivery, verification and operational support.
Providing a professional compliant procurement service for allocated user stakeholders within the TfL Group to achieve value for money and high stakeholder satisfaction.
This role will also be responsible for identifying high value money saving opportunities through timely and accurate procurements including the planning of compliant procurement process across the demand planning and bridging self skills and development gaps.
Key Accountabilities
Financial
Identify, negotiate and implement contract & framework agreements which deliver high value for money Maintain accurate auditable records of procurement process compliance Assist reviews/negotiations of contracts during their term to ensure continued fitness for purpose with respect to scope, budget and performance change, risk and be responsible for the development, negotiation and agreement of TfL future contracts.
Stakeholder
Plan and engage with users to understand contract specifications and with suppliers to develop profile of delivery capability Build into contract & framework developments, TfL's sustainable procurement obligations and preferences including assurance of procurement authority level adherence
Business Process
Conduct procurement process in a collaborative manner (advice, tendering, evaluation award & contract management) efficiently using preferred technology-based methods project management skills to lead sourcing exercises.
Learning and Development
Deputise for immediate manager from time to time Prepare timely and accurate management information (e.g. lead buyer reports) covering aspects of stakeholder engagement in the procurement process lifecycle
Skills
- Ability to communicate effectively and to influence others through presentations, negotiation and written reports at all levels, i.e. up to Senior Manager level within TfL and up to Managing Director level externally. (Desirable)
- Proven resource management and skills to be able to prioritise work in a highly pressurised environment. (Essential)
Knowledge
- Qualified to CIPS professional standard or equivalent. (Desirable)
- Detailed knowledge and understanding of current domestic and EU legislative requirements and proven experience in applying these to day-to-day procurement activities and documentation. (Desirable)
- Computer literate and experienced in use of standard of MS Office software packages. (Essential)
- Using P2P tools and software i.e. SAP, Ariba (Desirable)
- CIPS/RICS membership (or eligibility for membership) (Desirable)
- Educated to University degree level, or equivalent. (Essential)
- Sound knowledge of European and UK Procurement Law and other relevant legal and regulatory requirements (Desirable)
- Good grasp of financial and procurement controls, processes and systems. (Desirable)
Experience
- Proven experience in commercial negotiations for procurements. (Essential)
- Ability to prioritise and work on own initiative. (Essential)
- Experience in preparing, reviewing and agreeing Tender documentation, Contract terms and conditions and commercial schedules. (Desirable)
